Introduction

Rated values are computed from scaled values if a rating is defined and assigned for a point. A "rating" consists of data data that define the translation and "rated values" are values output by the translation.

Some ratings are built into NovaStar, including conversion of accumulated precipitation to incremental values, storm total, and season total. Other ratings require more data, such as a rating table to convert from water level to discharge. See the Rating data model documentation for background.

Ratings have an effective time. Because new ratings can be defined at any time (e.g., during station maintenance or after surveys during a storm event) and are typically defined by the Administrator, the data filing process ... TODO explain how ratings are read and/or cached during data filing.
